A "marathon"
The crude oil reservoir of Hassi Messaoud will continue to produce for another 50 years, according to Minister of Energy and Mines, Chakib Khelil. The deposit was described as a "marathon" by the Minister. A development plan for the field of Hassi Messaoud has already been designed at Sonatrach.
Some time ago, the CEO of Sonatrach had revealed that the first objective of this plan was to increase production to 600,000 barrels per day. Production was around 500,000 barrels per day has fallen in recent years to about 400,000 barrels per day. The minister's comments were held during a meeting with the press during a visit by its inspection in Hassi Messaoud and Hassi R'Mel. The visit was intended to take stock of sector projects underway with the aim of improving the production capacity with a facility rationalization, integration projects, better optimization and cost reduction. Thus, for the first two projects which were referred the crude desalting unit and treatment unit and stability of crude (utbs), the aim is to improve the quality of crude oil by reducing the salt content, the solid material and water, to get a better quality of crude and a better price. The unit of desalting crude oil had rate of progress of about 75%. Three trains with a capacity of 75,000 barrels each, it must treat 225,000 barrels per day and reduce salinity of crude to 40 ppm maximum. It must be received in September 2010. The cost of achieving that is insured by a subsidiary of Sonatrach, the ENGTP and the Norwegian group Aker Kvaerner is approximately $ 26 million for the foreign exchange and 247 million dinars for the part in dinars. One ity of crude processing and stabilization (utbs) Hassi Messaoud is another important project underway. The unit whose implementation was entrusted to the Italian company Saipem must be received in September 2009. According to Saipem, the value of the portion of the contract which comes to 700 million euros. The project consists of a stabilization unit consisting of three trains with a capacity of 100,000 bpd each, a maintenance unit of four storage tanks of 50,000 m3 and a pipeline of shipment of oil, water and gas of 45 km. This unit aims to improve the quality of crude oil, securing facilities and increasing the processing capacity of production. It will also optimize operation of Hassi Messaoud, given the substantial amount of its reserves. A power plant at Hassi Messaoud West, the extension work will enable the construction of six new infrastructure to transmit electricity from Hassi Messaoud El Hamraya in the wilaya of El Oued. The overall cost of this work is 4.47 million euros (40.3 million dinars). The expansion will ensure supply of electricity within the wilaya of Ouargla and strengthen the supply of El Oued with the commissioning in October of a center for distribution of electricity to Hamraya. At Hassi R'Mel, the first project to receive attention is that of phase two of Boosting the gas field of Hassi R'Mel. The
Boosting has been launched to cope with the depletion of the reservoir and allow it to continue production beyond 2020. The contract was awarded in August 2006-ABB SARPI consortium for $ 214 million dollars shall be made in 32 months. It is to install six turbo-compressor to maintain pressure to optimize the production of condensate and LPG. Boosting the project, whose first phase is already operational since 4 years, aimed to maintain plateau production as planned in the medium and long terms, to obtain a gas meets the specifications and to recover the maximum amount of wealth into condensate and LPG. A Haoud El Hamra where the national center for dispatching of liquid hydrocarbons pipeline transport activity engaged in its development plan for the achievement of a master plan Haoud El Hamra with the construction of a new basic life and a new dispatching center of liquid hydrocarbons.
