COOPERATIVE CONSTRUCTION WORKERS - COB
& M. Babacar Ndiaye, Consultant
DESCRIPTION OF THE APPROACH OF THE METHODOLOGY AND WORK PLAN FOR THE IMPLEMENTATION OF THE MISSION for Sustainable development and sustained economic growth (DD / CES)
The SEC was established in January 1989 and recognized officially as No. 007728, 17 / 07/1990. It includes nearly 6000 members representing all the trades in the construction industry. The SEC is led by a Board of Directors of 9 members. It is a member of the regional union of cooperative crafts Dakar (URCAD).
To complete the process of the methodology of the work, we gathered around a table to the project study and diagnosis. This allows us to identify a precise and practical constraints, and causes related to functioning and the correct approach.
Each person puts forward ideas, we take those that are most effective and efficient for the project.
If the project needs to go for site visits or other forms of internal collaboration and / or external for more information, we can highlight our capital experience through fields on micro-insurance, construction projects stabilized earth, the types of plan design and so on. ... Below is the image of a sample earth construction.
Methodology
Our missions are primarily in the regions of Dakar and Thies but also through all the national territory and the implications that participatory events at the regional, subregional and international levels for a global partnership sustainable.
They consist in meeting the largest possible number of professional organizations and groups of artisans, with special emphasis self-employed (TNS), the vulnerable and the young generation entrepreneurs to better manage the anti-poverty strategies.
Site visits were organized. They consisted of focus groups and individual meetings for a wider participatory approach. These visits were
main objectives: i) to acquaint with the midpoint of the craft, ii) measure the insurance needs of artisans, iii) identify the causes main risks, iv) identify the mechanisms of distribution and management of insurance policies at the local level ...
institutional meetings were also held with the umbrella organizations and representatives of the administration. A roadmap of the consultant is still attached by the missions. They have a better appreciation of coaching, organizational project management and quality of partnerships to implement.
The format for the mission we will always go to the meeting of all trades in all regions and varied targets rural and urban areas.
However, an exhaustive list is not defined in advance. The most important thing to understand:
• The dynamics of the handicraft sector, the productive sector and services;
• Operating conditions of artisans and the risks associated with these activities;
• The types of claims most common (TQM Approach / QSE-Quality, Safety, Environment);
• The valuation summary and indicative of equipment;
• Prior knowledge of insurance and services;
• Interest in insurance
• Existing mechanisms of insurance (mutualisations ...)
• The insurance needs;
• The organization of local groups;
• Caring practices may be implemented .
I-METHODOLOGICAL APPROACH ADOPTED FOR THE CONDUCT OF THE STUDY

- an inventory of technical processes;
- an investigation into the construction industry for identifying and highlighting of errors and appreciation of the difficulties of adoption of certain technological processes taking into account CDM and NTPE (New Technologies for Clean Environment);
- the production of a document detailed project report on study mission definition, the methodology adopted to conduct the study, the tools used to conduct the investigation, references to various works and productions, a prospective analysis and meticulous study results leading to the formulation of other projects in a dynamic monitoring and intervention logic within the framework of the improvement, extension, construction materials from Local and particularly with the Earth Stabilized;
- kit Training curricula - Modules specific metal carpentry, masonry brick factory and erection of sections of walls, wood joinery, carpentry etc. Aluminum.
To carry out two activities that have been financing
IDRC - International Development Research Centre, he was committed as a team consisting of:
- enough of an economist steeped in the issues raised and having a good knowledge of the craft and concealing the coordination capacity of student essays
- a university already working on the problem and very aware of issues of Public Private Partnership (PPP), grouping of actors, sharing knowledge;
- an independent researcher in the construction sector already working on the problem and very aware of issues of PPP, consolidation actors, sharing knowledge etc.;.
