Today, in France and francophone Africa, the debate of access for poor students and adults in large schools, the Masters Programs and Scholarships International cooperation is timely. Is it normal in francophone systems that "elite" and "intellectuals" are recruited to less than 10% of the population? And vocational training for adults? Is it necessary to go to the commodification of knowledge in Francophone CDD systems? Higher education francophone university (doctoral and post doctoral) no longer compensates social inequalities! This is not normal that those who have no means only have access to the Great Schools, Programs and Masters Scholarships for International Cooperation. Should we not develop priority skills through participatory action?




the era of modernism and postmodernism, the Right to Development and Human Rightism, we need for the Advancement of the Human, by giving everyone, throughout his life, learning opportunities, development and personal growth. This is indeed one of the major priorities of the discussion of openness and access of high schools and universities in francophone systems.






problems of higher education concern all citizens, and as such, civil society must be involved as closely as possible the thoughts so that regulation can be established to permanently avoid the cyclical crises of the system.
