TDR / INSTRUCTIONS:
• The process should, wherever possible, be participatory, involving a large party, even from the formal sector;
• Principles appropriate action between formal and recognition formal non-formal initiatives;
• Existing provisions as to non-formal higher education in civil society;
• How the formal sector of higher education should deeply involved in developing the informal sector on content and capacity building of stakeholders and decision makers?
• How universities should also contribute to capacity building in non-formal higher education?
• How can universities cooperate with the structures of civil society to develop and organize appropriate education?
• Harmonization of formal, non formal and informal areas of "climate refugees" and natural disasters;
